The Parliament of Scotland
A long campaign in Scotland for more independence and democratic control led to the
formation in 1999 of the Parliament of Scotland, which sits in Edinburgh, the capital city
of Scotland.
There are 129 Members of the Scottish Parliament (MSPs), elected by a form of
proportional representation. This has led to the sharing of power in Scotland between the
Labour and Liberal Democrat parties. The Scottish Parliament can pass legislation for
Scotland on all matters that are not specifically reserved to the UK Parliament. The
matters on which the Scottish Parliament can legislate include civil and criminal law,
health, education, planning and the raising of additional taxes.
